Defensive maneuvers. Generally it would be behind the knee-caps or really any major ligament of the body that is part of a major limbs (i.e. the elbow, the ankle, the wrist, etc.) In other cases such as in males the testicles would be the most sensitive depending on the strength of the man but if your trying to get him on the ground the knee-caps or behind the knee-caps would be a better choice.

Physiology. For touch sensitivity, as in the least amount of force to elicit a verbal response, such as "I felt that", the face, especially the lips, nose and eyes would be the major contenders. Actually, the upper throat - mouth area is very sensitive, but that's inside the person. To bring a person down, see last paragraph. Sensitivity to touch level stimuli is not the same as sensitivity to pain. For example, with sunburn touch sensitivity decreases whereas pain sensitivity increases! On mildly sun-burnt skin, that is, you won't feel a mosquito land on you (although you might with normal skin), but you will react with pain to a light pat. Although the answer above is quite funny, it's not entirely accurate. The most sensitive areas on your body (where there are a lot of nerves that respond to touch) are:

-Genitalia (male and female)

-Lower Back (near the coccyx)

-Bottom of feet (they are always sensitive if they're not callused)

-The forearms, if stroked lightly, will begin to itch/become sensitive

For a man, the most sensitive area is the patch of skin between the scrotum and the anus (no data for women, sorry).
