Once you are convinced that they actually reached her and she is in a position to use a computer and she isn't answering you, then I think it is a very polite way of letting you know she isn't interested.

There is a small chance that your emails may be going into his spam box. Try to avoid using words that trigger spam filters. After a while your email itself will make the spam list. So make a new email and then contact him.

If he still does not answer then he obviously wishes to not continue a relationship of any form that you are seeking with him. Why he does this would be speculation but it could be many things such as he is already with someone or he found someone. He also just may not be interested in you. Even if he opens and reads your emails there is nothing you can do to make him genuinely interested in you.
