An infant or baby does not deliberately 'slap', 'strike', or 'hit' anyone (same with kicking). Infants move for several reasons, but it is mainly their immature neurological system that produces jerky movements of arms and legs. These very normal movements help babies begin to strengthen the muscles they will need when they begin hold and clasp objects, to scoot, sit up and balance, crawl, pull up using furniture, and eventually walk.
So if your infant / baby "slaps" you, do nothing to retaliate! Just be thankful the infant can use his / her muscles.
NOTE: Parents start teaching rules and boundaries, "yours versus mine", and cooperation gradually by 1 year old and increasingly during toddler ages 2 to 3 years old. Most teaching around 1 year old (or a little earlier) simply starts with a stern "No!" Do not hit back.
