15th amendment
It was not the fourteenth amendment that specifically gave blacks voting rights. It is the 15th. The 14th gave citizenship and citizenship rights.
The Voting Rights Act, signed in 1965, overcame the barriers that prevented blacks from voting. The 15th Amendment to the US Constitution denied federal and state governments from preventing citizens from voting but did not go far enough.
The Fourteenth Amendment dealt with voting rights for blacks by empowering Congress to reduce their representation if they failed to give all males, regardless of race, suffrage. The amendment reversed the court's prior stance in the Dred Scott decision by identifying black people as citizens of the United States and therefore, entitled to all of the rights of citizenship.
The 19th amendment extended the voting rights to women. The 15th amendment ensured the right to vote no matter a persons race. The 26th amendment gave any citizen over 18 the right to vote.
The 65 voting rights act wasn't an amendment, but a bill passed by congress.

The persistent violence against Blacks and voting sent a message to the Republican Party. They passed the 15th amendment to the US Constitution barring race as a test for voting. The amendment said nothing about a state's right to determine requirements for voting other than race. This was a loophole that southern states would exploit for many decades to limit Black voting.
