we don't know he hasn't come into the manga or the anime yet! but kishimoto could bring him in if he wants to XD

- When did they ever say that? As far as I know, and as far as everyone knows, Sakura's father, or her family in particular, was never really introduced in the series, and in all likelihood she came from a civilian family. Sakura's probably the vaguest character in Naruto history-wise, aside from Tenten. But as the first answer states, Kishimoto could do whatever with his characters. Perhaps, after the series ends, there could be extra tags in the storyline in which Kishimoto could elaborate more on Sakura's story. Perhaps we would see extra manga pages in which Kishi would introduce her parents. Or perhaps all this time she was adopted. Which is sad.
