I believe the phrase is:
"Rules without relationship equals rebellion."
Unfortunately, this is one of those 'popular sayings' today.
I seriously doubt that you will be able to find the actual person who coined the phrase. It has been used and used so often in so many areas that I am not even sure of the actual truephrase.

....leads to rebellion?
....begets rebellion?
I have heard or seen all of these forms of the phrase used, but, have never seen any credit given as to the author.
