I am not a guy, but my guess would be that they want to be certain that the break up is understood to be final. If he was the one to break up, or if he did something unforgiveable, then there may be some guilt involved in ending the relationship. In any case, forgiveness, separating from the group he is in and moving on in life is the way to go. He is gone, let him be.

It means that they're treading dangerous waters and either need to stop liking other girls or break up with their current girlfriend. boys like to have their cake and eat it too. a lot of girls are like this too.

Usually, boys "break up" with girlfriends for a reason. Search deep for an answer. If you really don't know, ask him. However, if he refuses to answer or says "I just don't like you", he is not for you.
Girls usually already know what there looking when they say they are ready for a steady relationship, while the boys are still experimenting. These girls are looking for love and possibly admiration and attention. That said Girls invest more of their emotions in a (intimate) relationship then boys do before the age of 30. As age 30 creeps closer the boys start thinking of settling down.
