The debate on gay marriage began, because the gay community started fighting for equal rights. But most religious and/or close minded people decided it was against them, even if the gay community wasn't doing any harm getting married.
It doesn't at the moment, but ultimately, the Supreme Court will be asked to rule on the constitutionality of gay marriage bans across the country.
In the 1970s, there was a male-male couple in Minnesota that sued for the right to marry, but their case was dismissed by the US Supreme Court. Also in the 1970s, the state of California changed all of their statutes to gender-neutral language, which some viewed as a loophole to allow same-sex marriage, but the loophole was closed by the legislature. In 1989, Denmark began registering civil partnerships of same-sex couples. In the 1990s, there was some talk of Hawaii possibly legalizing same-sex marriage and the US Congress responded by passing the 1996 Defense of Marriage Act ("DOMA") which prohibits federal recognition of same-sex marriage and permits states to do the same. In 2000, Vermont began issuing civil union certificates to same-sex couples and treating them the same as legal marriages. In 2001, the Netherlands became the first country to legalize same-sex marriage. In 2004, Massachusetts became the first US state to legalize same-sex marriage.
If you entered LEGAlly but became illegal, marriage to a citizen is the only way to become legal If you entered ILLEGALY to begin with, marriage to a citizen and a successful I-601 waiver granted by the US embassy at your home country would be the only way to become legal (this petition requires that you leave the US and return to your country of birth)

No it is not a valid license. However, a properly executed marriage in Scotland will be legally recognized in the US with a Certificate of Marriage from Scotland.

A Justice of the Peace in Louisiana has been turning down interracial couples that want to get married. You can be pretty sure that even after same-sex civil marriage is legal all over the United States, there will be Justices of the Peace who will turn them down, too. Some people will never learn! Another problem is confusion between civil marriage and religious marriage. Some religions will probably never allow religious marriage. But in the US, they can't make the government prohibit civil marriage.
There are no US states that begin with the letter Q.
