Why do guys say it's not you it's me?

If he says its not you its me then he could be trying to be sincere. If he is a super sweet guy who wants to make you feel really good, then that's when he can say it. Don't ditch him until you look more into the issue. If he acts oddly around you and seems as if hes changed in a bad way, ask him whats up? If it is something to do with his family, cut him some slack. If he doesn't want to say, then that's a sign. Make sure you can find out whats up or else...who knows.

It's also possible that he really means, "its not you, it's ME." And it might not really be about you. It could be that he just has some issues in his life. Hopefully you can talk to him about it. <--(experience with bf)

It's the COWARDS way out. He needs to man up and say in the very least that he doesn't see any future in the relationship or something other than that tired, worn out line of bull. At least spend a minute or two being a tiny bit creative..
