They do it for your own good. Without punishment for your bad behavior, you would become an irresponsible and misbehaving adult. That is not what your parents want. They want you to grow up to be a mature, responsible, respected adult. The last thing they want to do is make you unhappy. If you pay attention you see that almost everything they do is for you. You are the apple of their eye and a treasure to them. The only reason that they punish you is to help YOU and YOUR future. Actually, parents hate to see their kid sad, and it pains them to have to punish and take things away from them. So while it seems like they're taking away, they are GIVING more to your future.
You are probably thinking "Who cares about the future? I wanna have fun TODAY!". Well the thing is you are going to be very happy when you grow up and see what they did for you. I hope this helps, and remember: your parents love you very much, and everything they do (punish or abundance) it's all for you, and your future!

Your parents
Warn him you are gioing to throw stuff away then wait a month or two. I doubt if he could then sue.
They should take it away when there in preschool
Not unless there is a reason to take them away. That alone is not a reason.
If they get caught by the police: Make them pay the fine theirselves by selling some of their stuff. If they just get caught by you: Make them give it back or something, take away their favourite stuff for a few weeks/months. Hope I helped!
