Yes. That is a problem. Obviously. But what sort of problem depends on a lot. If you have been waiting for a long time for an answer just get the hell out. Not worth wasting your time when they don't even want to answer a question let alone make any real commitment whether big or small. If you just asked them today and they said they need time to think give them a few days or a specified amount of time and expect an answer or ask them again if you need to. If they still can't answer, I say get the hell out. That's my opinion.
