Unfortunately, there is no way anyone can help you. But, you can help you.
See, your mother is an adult. Adults make their own decisions. While you might not like the fact that mom is in another relationship, frankly, that's too bad. Do you do everything in agreement with your mom, with anyone? Rhetorical question--no, of course you don't. So, mom is going to make decisions with which you don't agree. Get used to it.
This is not to say she is right or wrong. It could be a dangerous situation. Likely as not it isn't. Just as likely as not, you are reading the situation inaccurately. The neighbor may be lonely, but guess what, so is your mom. They may be in a relationship. Good chance from what you describe. Should she consider your feelings? Sure. Should she do so in exclusion of her own feelings. Absolutely not.
If you are uncomfortable with the situation, ask to speak to her privately about it. You're obviously adult enough to put your concerns and fears into words to post this question and the exposition you provided. Now, it's time for you to be adult enough to accept that mom is going to move on with her life without dad. Doesn't mean you have to. Doesn't mean you have to like new dad. But, rather BUT, it does mean that you have to respect the decisions your mother makes whether you like it or not.
Of course, you can continue to disrespect her, as you did to some degree in your exposition, and reap the harvest of that decision. Honestly, you would be best served to climb down off the cross where you've put yourself, take the wood, build a bridge, and get over it. The time you have left with your mother is minimal; make the best of it.
