If you're recently broken up, a guy would say that because he still enjoys the mental freedom of being single. It's a tremendous relief to not have to worry or care about someone else. A guy says not right now, b/c he's hitting on some other chick behind your back. or is thinking about someone else. When he does come back, he's tired of playing the field and losing. He just wants the quick victory to reinforce his ego that he's still a man before he goes back out and tries to meet someone else. or "he was such a fool for leaving you in the first place. he didn't know what he was thinking or how he would live without you, and you're so beautiful..." That's not a slap at you, it's just something we all say.
put more simply, he says "not right now" b/c he want's to keep you if things don't work out with someone else.
so figure out what you want while you've got the time, act accordingly. No one's going to be looking out for your emotions other than you.
