When a child begins to learn from culture, that child is still in need of mediation on the behalf of a trusted adult up until a certain age, which marks the zone of proximal development according to the social cognition learning theory put forth by Lev Vygotsky.
In short the zone of proximal development is the difference between what a child can do on his or her own and what a child can do with help.
At first, the trusted adult, either being a teacher, parent, etc... (but never a complete stranger whose place in the child's life is inappropriate), is needed to interact with the child and take on the responsibility of helping to guide the child in problem solving thinking until the day comes when it is finally time for the child to do so on his/her own with less and less to no involvement on behalf of this or these adult[s].

Yet, at the same time it is very important that a child can still differentiate between people that child can trust and complete strangers.
