well sometimes The person would assume that the person ingnoring him/her knows that they exist. Like if the other person says hi every once and a while and the other person doesn't know them to well, they might not respond, or they may say hi, and keep walking. This is just to keep to their own space (in my case) or to stay in their own little bubble of friends. It could also be because the person is to shy to talk to you, or because they feel awkward doing so. Some people blame this person for "ignoring" the other person because they're taking sides with whichever one was their friend. Like the guy who says hi and she "ignores" him and then he turns to his friend and he's like "omg she just ignored me" and his friend says "i know right" he's agreeing with his friend.
