I don't think schools should be encouraging relationships because it takes too much attention away from the actual purpose of school which is to learn. Children will get distracted by having to deal with relationships and after all, they're only kids and will have plenty of time to deal with relationship drama when they get older.

However, if I had to choose something about why schools should encourage relationships it would be because it helps students learn about the "real world". It would help prepare kids for how hard simple interaction can really be.
