I assume you mean the dialogue at the beginnings of the chapters, generally in a different font (bold in my copy.) That is conversation between the teachers, generally Graff and Anderson, and it tells the reader a little of the background that Ender doesn't necessarily see; the first section describes how the monitor works monitors the kids, others reveal how urgent the situation with the buggers really is, the fact that they monitor the game (and call it the mind game, making its purpose evident,) etc. Generally it just clarifies the story while leaving Ender conveniently in the dark.
