how does the silent salute appear in The Hunger Games
The silent salute appears in the novel when Katniss does that when Rue dies.
The silent salute is used in district 12. They use it to say goodbye to someone they love or known. They use it when Katniss volunteers for Prim at the reaping and they had to give a round of applause instead the people did the silent salute.

In District Twelve, its commonly used at funeral's as a final goodbye to some one you love or it sometimes means thank you.
