He thinks that Mercutio was fighting to save Romeo's honour (when, as we know, Mercutio was fighting just because he liked fighting and hated Tybalt). Romeo's thought processes are not coherent here; he is not really assuming responsibility for anything, but does what he does because he is insane with guilt, anger and grief. In this insane rage, he really is, as he afterwards realizes, "Fortune's Fool". Leonardo di Caprio portrays Romeo's raw overwhelming emotion very well, if you have a chance to watch that performance.
