He did not run away because the mechanical hound was in the area ready to kill Montag
He didnt run away because the hound was ready for him if he were to run away
Captain Beatty told Montag that firemen had always been responsible for burning books, even before the current society was established. This lie was used to manipulate Montag into believing that their society had always been built on censorship and book burning.
Captain Beatty basically tells Montag to stop being curious and get back to doing his job. Beatty says that every fireman is curious at one time or another but that Montag shouldn't throw his life away to be satisfied.
Mildred ran to the parlor to hide the presence of the illegal books Montag had been hoarding, as she was afraid of getting into trouble if they were discovered by Captain Beatty.

Montag killed Beatty because he was going to be arrested for having books, because Montag was through with Beatty pushing him around all of the time and forcing him to burn down his own house, before Beatty was killed, he was making fun of Montag and trying to get Montag anry at Beatty (almost as if Beatty wanted to be killed), and because Beatty was going to have Faber killed. All of this enraged Guy Montag, and all of the emotion he was feeling finally burst through as he burnt Beatty, killing him.
Montag didn't run away before killing Captain Beatty because he felt trapped and overwhelmed by the situation. He was conflicted about his actions and lacked the courage to escape the consequences of his actions. Additionally, Montag's transformation and realization of the oppressive society he lived in propelled him to make a bold decision to rebel against the system.
Montag is visited by his teenage neighbor, Clarisse McClellan, who questions his beliefs and introduces him to new ideas that challenge society's norms. Additionally, he is visited by Captain Beatty, his fire chief, who confronts him about his growing curiosity and suggests he should conform to the rules of their society.
Because he was trapped and the mechanical hound was in the area
Captain Beatty in Ray Bradbury's Fahrenheit 451 quotes from Shakespeare's Julius Caesar: "There is no terror, Cassius, in your threats: For I am arm'd so strong in honesty that they pass me by as the idle wind, which I respect not"
Montag's leg gets to be like this after he has killed Beatty. In this episode, the firefighters (with Montag among them) have gone to Montag's own house to burn it down. They are doing this because he has books. After they burn the place down, Montag kills Beatty. He does this by burning him with his flamethrower. Once Montag does this, the authorities come for him. They release the Mechanical Hound to kill him. The Hound gets him in the leg before he can burn it. That is why his leg is like this.Sources:http://www.enotes.com/fahrenheit-451/summary
