This is a request to narrate a story from either the first-person, second-person, or third-person point of view. Each perspective offers a different way of presenting the story, providing a unique lens through which the events can be described.
"Tell" is used for first person (I, we) and second person (you) subjects, while "tells" is used for third person singular (he, she, it) subjects. For example: "I tell him a story" and "She tells him a story".
For the same reason you use third person POV - because it tells the story better that way. First person is more immediate and lets you inside of the narrator's head. So does second person, but that's a really hard style to read.
As a teacher I feel that it is being told from first person point of view, however a colleague of mine insists that it is second person. You be the judge.
