Jacob Riis exposed the problem in tenements by taking pictures of the life in tenements. He showed these pictures to the government and to the people populated in areas which held a lot of tenements where many immigrants lived.

Jacob Riis was a progressive reformer like the muckrakkers and other people involved in the media of the time. Riis's work focused on the conditions that the poorest and the newly arrived immigrants found themselves in. He believed these people were doomed and that the lifestyle could no keep these people alive. As such he published his images in How the Other Half Lives.
