I must assume that by "personal narrative" you mean a personal essay. As for ideas, they are everywhere. Think of issues you feel strongly about, child abuse, perhaps, or housing for the homeless, or censorship. But personal essays can be about anything: your opinions on any subject you choose.
No because narrative is a general topic while personal narrative is a more specific topic. But if we're going to look at their similarities, they are somehow the same thing.....
Personal narrative is a noun. It names a type of story.
It's a nice touch, and it keeps the narrative interesting. You could go either way in a personal narrative, though!
