I think the problem here is that someone was doing a crossword puzzle and rather than having clues for separate words, there was one "mystery" quip divided into 5 parts for separate entries in the puzzle (usually across) - unfortunately the clue "part 1 of quip" gets you no closer to solving the puzzle or that clue in particular, and oftentimes the full quip is only revealed when all the words going in the other direction (usually down) are filled in. A quip on it's own may or may not have "parts" - it is a clever or witty comment -for example: Suzy Parker said, "It's easy to be beautiful - just be born that way."

Creating a quip which is worth quoting is more difficult than I imagined, and not nearly as amusing.
