General Zaroff lured humans to his island by shipwrecking passing vessels and then inviting the survivors to his mansion. He would win their trust as a fellow hunting enthusiast before revealing his deadly game of hunting them for sport on the island.

A reason he chooses to hunt humans is because they can reason with you and are more of a challenge (e.g the humans General Zaroff hunts can build weapons and try to kill or attack Genral Zaroff, which Genral Zaroff think is more fun then an animal charging against him).
General Zaroff hopes that Rainsford will participate in his twisted game of hunting humans called "The Most Dangerous Game." He wants Rainsford to become his prey and provide him with a challenge during the hunt.
