In Act 2 Scene 2 she says to Romeo "this bud of love, by summer's ripening breath, may prove a beauteous flower when next we meet." Here she is comparing love to a flower which is a bud when it is unripe and unready, but which will in time become a flower. She is saying that he is pushing their love too fast; if they give it time it will ripen properly. She also says when she hears that Romeo has killed Tybalt in Act 3, "O serpent heart hid with a flowering face." Here "flowering" means beautiful like a flower. She means that Romeo may look good but he is bad underneath. She changes her mind about this pretty quickly however.
