You don't really mean "the Prince's decree" which is the law against fighting in the streets which he published in Act I. What you mean is "the Prince's sentence of banishment" which he pronounces in Act III Scene 1. When Romeo hears about it, he is not happy. "Ha! Banishment! Be merciful, say 'death'!" Romeo thinks he would rather be dead than banished from Verona. He will change his mind about this but this is his first thought.
