At the end of scence 2, the nurse asks Juliet asks the nurse to go give him a ring and tell him good-bye.
I'm going to assume that you're talking about Act 2, Scene 5. The nurse was slow to deliver Romeo's message regarding their marriage, and Juliet was impatient with her.
Because she doesn't stop Romeo
Juliet asks the Nurse to find out Romeo's intentions regarding their relationship and marriage plans. She is eager to know if Romeo is serious about their love and if he plans to marry her.
Juliet threatens to end her own life in scene 5 of Romeo and Juliet.
Juliet is angry with the Nurse at the end of scene 5 in Act 3 because the Nurse thinks she should just marry Paris after Juliet asks the Nurse for advice (even if Juliet doesnt love Paris). Also because Romeo can never come and see her n she can never go and see him. The Nurse thinks Paris is a good guy for Juliet instead of Romeo.
I suppose you mean Act 2 Scene 5 where Juliet is waiting for the nurse to come back. In Act 4 Scene 5 she is waiting for the potion to wear off so she'll wake up. Act 3 Scene 5 is a busy scene with not much time in it for waiting. In Act 1 Scene 5 Juliet is waiting for Romeo to kiss her when she says, "Saints do not move, but grant for prayers' sake."
the nurse encourages Juliet to marry Romeo
Depends which scene. At the end of Act 2 he marries them, if that is what you are asking about.
They are married at the end of Act II. In Act III Scene III we see the nurse delivering a rope ladder to Romeo. By Act III Scene V they are waking up in bed together. The marriage must therefore have been consummated sometime between, possibly at the same moment Capulet is approving Juliet's marriage to Paris.
It is actually not that brief, being much longer than the scene that precedes it. But this is the scene when Paris arrives for his wedding and finds that, earlier in the scene, his bride-to-be has been found dead in her bed. As you might imagine, much wailing and gnashing of teeth ensues. The comic servant Peter comes on at the end and lightens the scene a bit by talking lightheartedly to the musicians hired for the wedding.
