The have Conflict And Then The Winner Becomes The New Queen.
Not every conflict has a clear winner, as many disputes can result in a stalemate or mutually detrimental outcomes. In some cases, both parties may experience losses, leading to a situation where no side achieves its goals. Additionally, conflicts can also be resolved through negotiation or compromise, which may leave both sides feeling unsatisfied or victorious in different respects. Ultimately, the nature of the conflict often determines whether there is a definitive winner.
It's resolved when the winner wins or the loser loses. Or, if they both agree to stop fighting (Armistice=Truce).
"The Miller's Tale" is a part of Geoffrey Chaucer's "The Canterbury Tales" and does not have a clear winner as it is a satirical story with humorous and morally questionable elements. It focuses on deception, infidelity, and comedic situations among the characters.
The Bay of Pigs wasn't a war, more of a conflict then a war. But if there was a winner to this so called Conflict, it would be Cuba. Fidel Castro made the US (specifically John F. Kennedy and the CIA) look like a bunch of fools!

A well-written short story has conflict running through it. Conflict is a force that causes pressure on the main character to take action. The conflict could be almost anything, but it is usually negative, and something the main character wants, or needs, to confront and change. During the climax of a story, the main character confronts the conflict, and the conflict is resolved. This ends the sense of suspense that has been driving the story forward, hence the story is at an end. For example, in D.H. Lawrence's short story, "The Rocking Horse Winner," the boy's family is desperately in need of money. The boy, who can predict horse race winners, pulls off a final, successful prediction, knowing that it will cost him his life. Financial woes are the conflict, and the boy's fatal prediction is the climax.
The phrase is actually "To the victor belongs the spoils." "Victor" means the winner (in this contxt, of a battle or war). "Spoils" is short for "spoils of war" and means, briefly, whatever used to belong to the people that were defeated. In other words, the winner gets the assets that used to belong to the defeated party.
