The line translated into regular english is, "Virtue turns to vice if it's misused. Vice sometimes becomes virtue through the right activity."
Virtue: moral excellence; goodness; righteousness.
Vice:can immoral or evil habit or practice. Synonyms: fault,failing, foible, weakness. Antonyms: virtue.
So its saying that if you do something good but for the wrong reason then it will become something bad but if you do something bad but for the right reasons then it could be turned into goodness.
That is what I would say it means.. I think. Or it could mean..
if you misuse your goodness then you are bad but if you do bad but it turns good you will do good.
I don't think the second one make sense... so I'm pretty sure its the first one. Hope this helps.
