It would not be considered historical fiction. While it is based in a real time frame and location, the events are totally fiction.
If by frame story you mean a story in which the protagonist is framed and must seek exoneration by finding the real perpetrator, then yes, I suppose it would be a kind of detective fiction.....even if the protagonist is not a detective by trade.

Time isn't different. The difference between science fiction and other fiction is the use of scientific knowledge that we don't have at the present. Steam punk is science fiction set in historical eras.
It is mainly speed. Real time = 60 Frames Per second Frame by Frame, means animation at a slower rate.

If you mean "not true" as a work with fantasy elements and isn't biographical, then you would call it fiction. Non-Fiction literature is an account/narrative whose portrayals and descriptions are understood, and proven to be, factual. Fictional literature is anything that is not factual.
