Technically, and story can be attributed to a hero on a quest; it just depends on how you look at it.
It's easier to tell with fiction, though. Especially fantasy, sci-fi, and adventure stories. You know, like, "Defeat Villian X," or "Find Artifact Here."
In romance, it's more along the lines of "Attract So-and-So," or "Get this job," or something.
Thrillers have "Kill so-and-so before he kills you," etc.
