The adverb form of "relate" is "relatedly."
The answer is asking which of the character's traits or situation is similar to that of your own. The way that I would suggest to answer it is, "I can relate to (character) because I was in a similar situation once..." or, "I can relate to (character) because I was also (trait) at one point.
I identify with Hermione Granger from the Harry Potter series because she is intelligent, determined, and values knowledge and learning. I also relate to her loyalty to her friends and strong sense of justice.

When the author does a good job of describing the character and his or her motivations and conflicts. Then there is more for the reader to connect with, and in most cases (unless for instance you have a radically evil character with no conscience at all) then it is easy for the reader to relate to, and start identifying with the character.

You can empathize, specifically to a character, a character's situation, the environment, etc. If you understand what someone in the movie is going through from personal experience you've had in your life, then you can relate to that experience of feeling.
