What follows is my personal answer to this question. I expect there are many official schools of thought on it, but this is how I understand it to be. First there must be a definition of good and evil. Modern day definitions of good and evil are mostly based on what is and isn't acceptable according to societal dictates. In today's society, murder is considered unacceptable and therefore it is "evil". If the lion kills the gazelle because it's hungry then the lion is not evil - it is in the lion's nature to be a predator. Or perhaps a better example, in today's (mostly) monogamous (western) society, adultery is considered wicked or evil. Back in ancient times it was considered normal and in many cultures around the world to this day men may take more than one wife plus concubines. You must define what good and evil are to be able to answer the question. Personally I find it easier to define "good" and "evil" by looking at what is and isn't against the law! The function of human (free) will in the relationship between good and evil is the difference between doing something by nature or by choice. The lion is not evil because it is instinct. It is natural. It is how the lion survives. If a man chooses to kill for his own amusement then he is evil. Again, to use the lion, a lion has a pride of females because it is their nature to survive that way, increasing his chances of propagating his genetic line. If a man in a modern western society chooses to marry four or five women against the law and lie to each to keep them unaware of each other then he is wicked and punishable under said law. If you do not have a choice then you cannot be right or wrong. You just are, neutral if you like. If it is natural and instinctive to do something then there is no right or wrong involved. It just is. If you can choose the path before you then you can choose right or wrong, good or evil.
