It's an old Vaudevillian expression{stage entertainment} meaning a song and dance man. A buck and wing is a dance move combo of a quick shuffle and a forward step out with emphasis and hands out to sides, palms facing audience, about waist level. This is usually done at the end of a routine, like a visual Ta-Daaaaa!!!
