The shadow is the past experiences of Madame Defarge (because she casts the shadow). This includes her entire family being murdered in the past, which explains her bloodthirsty, cold personality. However, Dickens writes the book in such a way that even if we know that her family has been murdered, we cannot help disliking her. The author makes sure that we don't.
Also, the shadow is also the Vengeance. The Vengeance is the sidekick of Madame Defarge, who accompanies her for the last 1/2 to 1/4 of the book.
