In the poem he speaks of the persona being a "queer man" going to a beach frequently to stare at nothing then leave. We later find out that he is staring at the ghost of a woman he once knew and loved. He misses her terribly and we see her absence provoking a strain on him tho she is not aging or changing he is 'withering'

Many assume the persona is Thomas Hardy himself and the horse-woman to be his deceased first wife Emma
