Peeta was referring to the idea that he and Katniss should pretend to be in love in order to gain sympathy and support from the sponsors during The Hunger Games. Haymitch likely knew that convincing Katniss to go along with this plan would be a challenge due to her distrustful nature.
He was refering to how he said to Ceasar Flickerman in the interviews that he had a crush on Katniss forever. He said 'Haymitch told me you would take a lot of convincing' because Katniss didnt believe that he liked her, even though he did.
