The mockingbirds are Tom Robinson and Boo Radley, because they're both innocent. That's what the "mockingbird" represents in the novel: innocence.

Without doubt the true Mockingbirds within this book are Tom Robinson, Boo Radley.

This is because Tom Robinson had never done anything wrong to anyone, and never would. He was extremely kind and generous to Mayella, and Mayella committed a sin by killing a mockingbird. Boo is also very much so a Mockingbird. The social prejudice against him is so unfair, and he never did anything wrong to anyone. And ended up saving Jem and Scout. The only event that leaves a cloud over Boo being a mockingbird is the fact he stabbed his dad? That is for another time though.

Atticus, Jem, Scout, Cal, Dill, could all also be considered Mockingbirds as well.

In 'To Kill a Mockingbird,' Atticus tells his children that "it is a sin to kill a mockingbird" although they are okay killing bluejays. Later in the novel what he means is explained. Why are the mockingbirds silent in To Kill a Mockingbird?

Mockingbirds are very chirpy and are significant in "To Kill a Mockingbird" as the main symbol throughout. Miss Maudie teaches Jem and Scout "they don't do one thing but sing their hearts out for us..." which shows that mockingbirds are not pests like many other birds. They are also defenceless, and signify innocence throughout the book. When "the mockingbirds were silent" before Tom's sadly inevitable verdict is given it signifies peril as mockingbirds are usually singing and therefore foreshadows his fate.
