Dill begins crying in chapter 19 during Tom Robinson's trial. The prosecuting attorney is speaking to Tom in a demeaning, cruel way and Dill begins to cry over the injustice of the attorney's attitude.
Dill isn't able to understand that Mr. Gilmer is being racist against Tom Robinson during the trial. Dill interprets this as Mr. Gilmer being a bad person in general, and it "Just makes him sick".

Dill is upset because he has not yet been tainted by the prejudice and racism that the adults in the town have. He sees beyond the racism, beyond the colour of Tom's skin and sees the innocent man. Dill realises that Tom is going to be convicted and he sees the injustice in this. It makes him look differently at his friends and neighbours.
