Why does Scrooge refuse charity donations?

He believes he pays enough in taxes to keep prisons and the work hoses going for the poor wretches to go to. And when told they would prefer to die first Scrooges response is simple, "Better they do that and reduce the surplus population"

Initially he remembers the lonely christmases he spent at boarding school, the feelings of loss when Fan his sister dies in childbirth and the breakup of his engagement to Belle. These cause him to with draw from people, he sees Christmas as a time not for sharing but just working and this crosses over in to teh need to make money to prove success. It is not until the Ghost show him what was, in his life and how those memories could be used to help him be a better person and so we see his life change over the "christmas " visits

Scrooge refuses charity donations because he values self-reliance and believes in the importance of individuals earning their own way. He sees accepting charity as a sign of weakness or dependency. Additionally, his miserly nature makes him reluctant to part with his wealth, even for a good cause.
