Why is A Christmas Carol a moral tale?

Dickens tries to use the story as a vehicle to show that people of the time were suffering huge deprivation. there were people who had both the money and power to make changes and relieve much of the social issues of the time but the chose to ignore it

When asked for a donation to help give the poor some food and warmth over Christmas Scrooge replies "are there not prisons, are there no work houses?", "are the treadmill ad the poverty laws sill functioning?" - he basically seeks to punish the poor for being poor and would have them imprisoned at christmas for not being able to feed themselves or survive the cold
