Because Tom is a black man. It was strange and insulting for a black person to be 'sorry' for a white person. In those days, in the Southern US, white supremacists were still common; people who believe they are better than other people are insulted when the person thought to be inferior acts as if the "superior" is unlucky.

This also applies to how Atticus told Scout to never judge anyone until you stand in their shoes. So before Scout hated Mayella because Mayella was going to get Tom Robinson killed because of her own pity guilt, Scout tried to fully understand where she was coming from. Mayella had no social status and if she where to start it off with her kissing a black man she would be a bigger reject then Atticus when he chooses to defend Tom Robinson.
