One has nothing to do with the other. The lender doesn't care if you have a license, he wants a cosigner because you don't have a good credit record. Just getting a DL says you are not quite old enough to legally borrow money unless you have COLLATERAL.

You apply at www.carecredit.com. it takes about 5 min. You will get an almost instant reply saying you qualifyed for either a carecredit or care credit plus. Or that you did not qualify. Care credit is the regular card and care credit plus is for individuals that are a higher risk. If you get care credit plus they will require a 15% down payment for the procedure youwish to have done. Once you take care of that bill you can then receive a regular care credit card. I don't think they actally issue a card for care credit plus just your account number.
The care credit website will be able to tell you which doctors are available in your area.
