YES you can refinance your mortgage if you have been living in the home for a year. The difference between a rate/term refinance and a cash-out refinance is simple. A rate/term refinance is when you refinance to try and get a lower rate if maybe your credit has improved or you lower your term from say a 30 year to a 15 year.
