It's probably WEBBANK/BML, which is associated with Paypal. It's supposedly connected to the Bill Me Later (BML) feature, but I got an inquiry on my credit report even though I've never used BML. If you don't have an account, check your bank account and then contact Paypal and find out if someone fraudulently opened an account in your name. This is a scam organization. I discovered the charge on my PayPal debit card for $10.00. It was a random, out-of-the-blue type of charge. I reported it to PayPal and hopefully they will be able to reverse it. Telephone number associated with the company is invalid and lacking enough digits to be an U.S. telephone number.
You don't do anything to the person that sent the email - that could land you in a whole heap of trouble.The legitimate thing to do - is print a copy of the email, and take it to your bank - or report the 'scam' to Paypal itself - the bank and Paypal will have a fraud investigation department - specifically designed to trace the fraudsters.

There are always new Paypal scams being discovered and so it is difficult to determine the last one that occurred. However, a new scam was uncovered in April 2013 where an email was being sent to people asking them to confirm their identity for Paypal and requiring a photo ID and proof of address.
A scam is a scam. Talk to whoever you reported it to if you've new information.
