I'm not sure if you are referring to the culture of the country where the business is located or the business's own culture. Either way the answer is similar. Culture sets the patterns by which people behave in certain ways. In some countries part of the culture is to pay what we in America would call bribes for simple things like getting the telephone hooked up or repaired. It is the way things are done and the way to get things done either within the company or in the larger society. In a company often the founder sets a way of doing business that lingers for good or ill after they have retired or died. The culture can be one of a rigid hierarchy or one that's more relaxed. Some businesses for instances have as part of their culture where the men wear dark blue suits and if someone comes to work in a brown suit it gets noticed and commented on. In addition to the who question of getting things done in a certain way, the culture tends to reduce the number of surprises (pleasant or otherwise) that could otherwise come from working with a bunch of people.

Does law and culture affects ethics?

To conceptualize the argument suggested would be to consider ethics a boiling pot of water. As the ethics 'boil over', it could be said that laws/regulation was put into action/effect. example: Ethics on public safety that are questioned/violated will find a boiling over in regulation. 9/11 - PATRIOT Act being a prominent example. Laws effect culture. The inability to 'do' illegial acts deters the adoption of such in a culture. Our 'tolerance' for ethics is established by our assessment/culture. Culture -> Ethics -> Law - > Culture.
