For plain letter sized paper, it should only be 1 stamp. The max weight for 1 stamp is 3.5 ounces, and a 4 page letter (plain paper) should not weigh anymore than 1 ounce.

A Regular 'Forever' stamp is adequate to send a regular weight letter from Illinois to Delaware. However, if the letter is heavier than normal, several stamps should be used, and the post office worker will be able to tell you how many based on the weight.
