According to the Treasury, incomplete pieces of US currency CANNOT be used in retail transactions. If both parts of the bill are available, or at least 2/3 of the bill is still intact, they can be taken to a bank for replacement. The purpose of the "2/3" rule is to prevent cheating by tearing a bill in half and then turning in each half for a new bill.

Special arrangements can be made for currency damaged by fire, water, animals(*), and so on.

(*) For example, there a recluse who kept their savings as a bag of bills. A family of mice found the bag and used the bills as nesting material!
