Not really sure which Government you are asking about. Generally speaking Governments are not a business and do not operate to make a profit. Governments usually spend money that is collected on their behalf of the citizens they govern in the form of taxes. The more citizens under the governments reign... and the higher the tax base will dictate how much money is at the disposal of any government.
